EKII support for a heat pump: conditions and how to apply

Latvia’s EKII household programme (Cabinet Regulation No. 531) covers up to 70% of the heat pump equipment cost when it replaces or supplements an existing heating boiler. The Environmental Investment Fund (Vides investīciju fonds) decides eligibility and the amount in each case.

How much support

Support is up to 70% of the eligible equipment purchase cost, or up to 85% with a Latvian Honour Family (Goda ģimene) card. The maximum is EUR 3,700 (below 10 kW) or EUR 4,700 (from 10 kW) for an air-to-water heat pump, EUR 1,200 or EUR 2,400 for air-to-air, and EUR 5,700 to 13,000 for ground-to-water depending on output. One project can get at most EUR 15,000.

When support is available

When a boiler running on fossil fuel (gas, coal, diesel, etc.), firewood or pellets is replaced by a heat pump or supplemented with one (in a hybrid system the old boiler may stay). Ground-to-water, air-to-water and air-to-air heat pumps qualify. There is no support if the house has no boiler with a heating function (e.g. only electric heaters), was not heated in the last 12 months, or was disconnected from district heating in the last three years.

Who can apply

A permanent resident of Latvia who owns a residential house registered in the Land Register (a single flat does not qualify). The house needs a smoke detector on every floor and at least one fire extinguisher. The house may not yet be commissioned if it is commissioned within five years of the contract. Tax debts above EUR 150 disqualify.

What counts and when to buy

Support is calculated from the heat pump equipment price; installation, transport and materials are listed separately in the quotation. The equipment must be bought and installed after Regulation No. 531 took effect (12 September 2026); for fossil heating replaced earlier the previous Regulation No. 150 applies. Any building, environmental or municipal permits must be obtained before installation; in Riga, Daugavpils and Liepāja the heating replacement must always be approved.

How to apply
  1. Check eligibility: property, current heating and the chosen heat pump.
  2. Get a quotation with the exact model, rated output and a separate equipment price.
  3. Prepare fuel or energy consumption records for the last 12 months (a declaration is enough for your own firewood).
  4. Obtain any required approvals.
  5. Buy and install the equipment; the installer draws up an acceptance certificate that you sign.
  6. Fill in the application at ekii.lv, sign it with a secure e-signature and email it with the attachments to atbalsts@lvif.gov.lv. After the contract, support is paid within 7 working days.
Document checklist

Property and applicant details; information on the current heating; fuel or energy consumption records for 12 months (if applicable); exact heat pump model and rated output; seller or installer name and registration number; invoice, receipt or instalment agreement and payment details; acceptance certificate drawn up by the installer and signed by the client; required approvals. Before sending, check that model, output, invoice and payment match.

How we help
